Well, so much for that. Although I guess I learned wrong in high school civics. I thought only a majority of votes were needed to pass legislation. According to the media, the bill failed because it had few than 60 votes.
Maybe they're setting the stage for the statehood of Puerto Rico, Washington DC, the Virgin Islands, Guam, and Iraq.

I got a message from Leahy's and Dodd's offices saying it failed by 4 votes.
